Improper cam timing did not do that to the cams. Those cams were starved of oil. Improper timing would either not run at all, run like crap or if too far off would have caused contact of valves to pistons. But those chewed up cam lobes were oil starved. Unless I guess you are saying they did not even bother torquing them which I guess they could not have properly if the bolts were stripped, which could cause that damage. Damn. So much ton unpack there but they sure screwed that one up!

Could improper torquing of the cam bolts lead to too low oil pressure on the cam bearings --- and damage?

In order to replace the cam towers, you need a 10pc matched set of upper and lower caps. You do not need a cylinder head.
