Default I can activate my top at any speed!?!

As long as my e brake is up about on click so the "BRAKE" is illuminated, then i cant raise and lower my top, regardless of speed. I remember reading a post about a mod that you have to do in order for this to be allowed. I just though of it today when my 2 friends saw me rolling while operating the top and were like, " how are you doing that". Ive been able to ever since i bought the car. any thoughts. thanks.

Neither. It's what you do that's good or bad. Raising/lowering at high speed = bad.

the soft top was also designed as sort of a self propulsion system in emergency situations. If you look at any sailboat you will kind of see what Im referring to.
