Well I got a DeWalt 14.4v with 1100 in/lbs of torque. Which my guess is 91.67 ft/lbs (1100/12). Its good enough to do wheels. It was $239.
The cheapest one available in say Home Depot is a Makita (or Ryobi, I forget) for $169. However its torque rating of 800 in/lbs isn't enough to pop the lugs off the car. There is also a Hitachi at lowes which also doesn't appear to be powerful enough.
So I think your budget is kind of blown if you want a cordless one.

there's been a lot of debate about using an impact wrench to torque your lug nuts since it can often lead to destroying the integrity of your studs. i'd personally suggest sweating it out and doing it the old fashioned way. i torque mine to 75 ft-lbs, and i have yet to run into any issues with the numerous times i've had to take the wheels on and off, other than a little bit of cussing when they don't play nice.
