Default Issues with idle/neutral

My car idles fairly rough, around 1100-1300 at all times and it fluctuates. Has its blurps/blimps and can feel it through out the whole car.

My main issue is that when I'm driving and put the car in neutral and let it coast, the rpm stays at 2300 until I come to a complete stop, even coasting at 1mph the rpm does not drop.

Not sure if this is the reason why my car bucks or jerks (as if your first starting to learn how to drive a manual car). The car will buck/jerk at around 2300-3000 rpm when I try to cruise up to speed. Seems at though at certain point on when stepping on the accelerator produces the problem. (say maybe 15-20% throttle? if thats even measurable) If I step on the accelerator fairly heavy the bucking/jerking does not occur.

When downshifting and letting the engine slow me down, at around 2500rpm the car pulls forward as if theres still some acceleration pressure applied but my foot is off the accelerator.

things that have been done on the car are:
-valve adjustment
-intake valve spring retainer/keepers replaced with 04+
-TPS

The next things I plan to check are:
-injectors
-coil packs
-maybe ecu?

Any ideas on where to start or knowledgeable information dealing with this issue would be great
