loud whistle on start up

loud whistle on start up
when I first start my car there is a loud whistle sound, not the squeek that last for a few minutes(fan or compressor or w/e), this one much more pernounced and quite loud and only last for not even a second it sounds like a whistle being blown under water. does anyone know what this could be? thanks alot.
