Default Missing parts on vacuum tank block

Hello
I have CEL and EPS (first EPS (it does not work at all only some times EPS lihgt go off and power steering work for couple min) then after cca week CEL,perhaps it is unrelated) lights on. After some searching I discover that in the engine bay is missing some parts.

see picture here: http://s1138.photobucket.com/albums/...0tank%20block/

I do not have parts nr.3,1,8,9.
Tube nr.4 is diconected and do not lead to E8.(it's not the original hose and loosen and it is too narrow so I can not put it back. I have already ordered the original, but now I ride with a loose tube).

My question is what is the function of this system and could be the cause of CEL and/or EPS?
Thank you.

That system stores low-pressure (vacuum) air from the intake manifold. The solenoid (2 in your diagram) provides vacuum to the secondary air injection valve when the air pump is on.
Yes, you will throw a secondary air injection related cel. It's independent of the EPS system.
