This looks like a Compustar device. Could be a remote starter. Or alarm? I have no idea if it's related to your issue or the superfluous wires you're curious about.

 

Looked at compustar components on amazon.and "BINGO"! The relays are identicalthe to what i see in the car. I will look at he module you outlined tomorrow but i think you nailed it. If confirmed i will begin to rip all that shit out tomorrow. I realize that cleaning up this mess may not get the car running but i cant troubleshoot with all these sneak circuits present. Also i am a believer in the "kiss" principle (keep it simple stupid.)
