would this malfunction cause vtec not to work? replacing the sensor as soon as the exhaust cools down

 

i have 3 codes now. 1 for a heater circuit malfunction in both o2 sensors(i don't have a downstream) and another for the air pump which i have removed. i replaced the upstream o2 sensor and reset the ecu and got the same crap. i replaced the #6 under dash fuse as it is connected to all of thee components(wasn't blown) and it didn't help. any suggestions? still not getting vtec either.
