No VTEC!
Wow...sooo much bad advice in this thread.
Assuming the information the OP provided is correct, if he can rev to 7000, that means the "cold" limiter is not the culprit. Moreover, hitting the limiter is like hitting a wall. The car will stop pulling and you will know, as it will just bounce back. In an AP1, the cold limiter is right before VTEC, about 5900 RPMs.
This is not something we can diagnose over the internet. Whoever installed it needs to take a look at it. If it was you, we have no idea what you did/didn't do, so you'll need to bring it to Honda to check.
