P0420 That just keeps coming back.

I bought a 90's Honda recently, it ended up having no cat, both 02 sensors are working and it had no check engine light. I need to look closer as to why there is no CEL, perhaps it has a 90 degree retrofit. By all accounts it should be tripping a CEL, but it doesn't. There must be something fooling the ecu, they certainly fooled me on the sale.
