I would just buy a new motor, F20s aren't too expensive, but labor to rebuild an engine is. Hmotorsonline.com ; ebay.com ; etc
Be patient. It took me three months to replace the motor in my civic back in highschool.
What's with putting bumps in your OP?

You might be able to peg the loose bolt on the "ghetto" shop because they didn't torque it back to spec. You need to get a 2nd opinion though. Make sure that you actually need a new block before dumping the money. You might just need a new head (there's one on ebay right now for 500).
But don't pay Honda for this work. You can get it done MUCH MUCH MUCH cheaper as others have mentioned too. Have it towed to a good mechanic, and have them inspect your motor. This is going to cost some money, but not 7K (you'd be better parting out the car, paying off the lien, and buying a new one). I'm guessing this could be anywhere from 1-5K at most, and that's if you have to buy a complete used motor and pay a mechanic to put it back in.
Where do you live? If you're anywhere in the southeast I can recommend you to some fantastic mechanics in the Atlanta area.

the "ghetto shop" more than likely unbolted that to take off the valve cover to inspect where the oil is seeping through to get to the sparkplug. a good running car, when properly maintained, will not just grenade itself. if the car was bad in the beginning you would know.
go after the shop.....
we're take the the valve cover off this weekend to see how things look and take some pictures
