By pulling out the "BACK UP" fuse, you ARE resetting the ECU.

Is there a difference in flashing the ECU and resetting the ECU or are they the same thing?

i'm going to have to go out on a limb here and use my experience building computers to say yes. flashing involves an upgrade of vital software where resetting is the same as simply rebooting a computer.

The S2000 was the last Honda built with a non-flashable PCM. Every honda introduced after the 01 Civic now has reflashable PCM's. Flashing the PCM is a reprogram of the operating data. Reseting the PCM removes any of the "learned" data.

So if I want to see any gains in HP do I need to reset my ECU or FLash it? I have installed headers, intake, exhaust. It's been about 6 months of driving with them on has the Ecu adjusted on its own or should I Flash or Reset the Ecu ?

Since 6 months has gone by, your car has had enough driving cycles for the ECU to have learned by now. Again, the stock ECU cannot be "flashed".

What do you classify as "anything"? If there is a risk of an electrical short while doing some kind of mod, then yes, disconnect the negative battery terminal. Realize that this, in effect, also resets the ECU, BUT, with the added disadvantage of the radio losing its memory and also requiring you to put the code back in before it will work.
