I would suspect an oxygen sensor, or some other cause first, possibly a fuel pump. Regardless of the cause, if the effect is pronounced it should be fairly easy to diagnose. They need to connect a computer or scan tool to the car, a fuel pressure gauge, and monitor them while driving. The cause should become apparent with proper diagnosis.
Out of curiosity, what is a CRX VTEC F90? What year? We never got a VTEC CRX here in the States!
