Default Starting issue

I have a weird start issue that was discovered about a month ago. The ignition needs to be turned on to position II for about 10 seconds before the engine start button will work. Anyone ever encounter something like this?

Things I've checked:
-battery connections are tight
-key/immobilizer are working as normal
-clutch switch (checked and now its bypassed)

Things I'm currently checking:
-there was an aftermarket alarm on at some point, I'm tracing down connections and hoping to find a fail-safe.

Will the starter crank over in the first 10 seconds? Or is it quiet?

You can hear the fuel pump humming, but aside from that it is quiet. Then it'll start strong (doesn't appear to be a weak starter because I can predictably start the car by waiting 10 seconds)
