Steering wheel "catching" something

Default Steering wheel "catching" something

In the last few months I have noticed something odd happening: WHile traveling through a corner and maintaining a speed of 40-50mph, I go to un-wind the steering wheel and at that moment it feels as if the front wheels are resisting me, as if they are caught on a track in the road but the road is completely smooth. There is a definate moment of higher resistance to un-wind the steering wheel, then it loosens up.

Two things I am considering:

1. I had the clutch changed out 6 months ago and wondering if the garage that did it didn't tighten down everything all the way?

2. Possibly the front ball joints giving up? How do I check for play in them without dissasembling them?

It seemed to do this even before my recently purchased tires: RE760's in AP1 size. I also have the Cusco 32mm front sway and the rest of the car is stock at 75,000mi. Thoughts?

I'd jack up the car and have a friend turn the steering wheel. See if you notice anything binding or rubbing.
