Default Ticking/Rattling behind dash? Need Help

So I turbo'd my s2000. Everything went great, drove a few months, no issue. Randomly, one day, it started making this noise. It was random though. Would be there, but if i would hit a bump or rock the car a little when getting out of first, it would stop. Then maybe it would come back hitting another random bump, it was random though.

Fast forward a few months, And now the noise is consistent. It never goes away. It sounds like it's coming from behind the dash area. It's quite loud in car. It does not change sound/speed with rpm's. It does not make the sound with car off and heat/ac on (was thinking blower motor?). It WILL make the sound for a second or two if i click the start button really fast (so it doesn't begin to start or turnover, stops making the sound quickly though, and you can still hear the fuel pump priming for another 2-3 seconds).

I did relocate fuse box/eps to fender, haven't checked those bolts yet.. but it doesn't really sound like it's coming from that area. I've seen a couple threads with similar complaints, and most point to some random bolt/visor/random. None of the descriptions seemed this consistent.

Any help would be greatly appreciated. It's louder than my exhuast at idle and im 3in straightpipe, lol.

Tracking down such annoyances can be challenging - ever getting a fix on where they're coming from. I had a rattle when hitting road bumps that from the driver's seat I could swear were behind the passenger seat. Bringing a passenger along he thought they were in the right footwell area. Another passenger thought they were higher up on the passenger side. Turns out that the mounting screws/bolts for the convertible top latch on passenger side were loose, and tightening those down solved the problem.
Keep after it, but it sounds like something has loosened up.

Thanks. The noise is just so consistent it seems like it couldn't be a loose bolt or something. Especially because it makes the noise if i just blip the engine, so it's not even running.
