timing seems to be off...

I don't own an S2000 and don't know about the specific issues with them.
I've jumped around on a few threads and haven't found this particular issue.
My buddy's S2K just had plenty of engine work done. I've checked timing marks and everything lines up how it should. However once warmed up, it gets a bit sluggish in terms of throttle response. I checked it with a timing light and seems to be off a bit (timing marks both red and white on crank pully are off to the drivers side of the car by about half an inch from the arrow on timing cover.
The car has all new cam and crank sensors, all new timing components.
Any leads or pointers of where to start?

i guess this issue was present before the block and head was replaced. replaced the ECU, harness, cam sensors... i'm just not sure what would pull almost 15 degrees of timing when the computer says everything is fine. it won't pop up any codes... a real head scratcher on my hands
