Torn Bushings? Possible bent sway bar?

Torn Bushings? Possible bent sway bar?
I put some new tires on my car recently and noticed while driving straight the car wanted to follow the imperfections in the road more than usual and didn't feel as tight as it was before.
I figured it was the new tires but, while looking at suspension components today I noticed this...
A few bushings have cracks.
When is a good time to replace bushings?
I also noticed that the bolt the sway bar connects to is bent. (on drivers side)
Does this mean I will have to replace the sway bar or just the bolt that is connects to?

Hmmmm, I didn't think of that. But, the sway bar is pushed back further on the drivers side than passenger side. (toward the back of the car that is) I'm about to go have another look at it.

New question
Removed my shock/spring assembly to install Koni's and noticed these bushings have a hole in them.
(right ones on lower arm)(drivers side)
A pic I took, there is a tab or something (black with dirt rubbed off) right below this it appears to be torn. I can see light through it.
I just want to make sure there isn't supposed to be a hole there for any reason, before I go and spend $400 on new lower arms.
