Angry TRUNK LEAK coming from Bumper Brackets

Went searching for the elusive water leak in the trunk.

I took off my rear bumper and sprayed the underside of the wheel well with water and found water seeping through the bracket that holds the rear bumper.

My question is, how do I take off that bracket. When I undid the screws, the bracket seemed to be held in place by two-sided 3M tape. I'm not sure if I can just rip it out and reapply two-sided tape when I'm putting it back on.

And suggestions? What exactly is leaking there or causing this leak?

Here is my bumper off -

Here is a picture of the bracket -

And finally the inside of the trunk and the culprit! It only leaks through that one and not the other two.

you could seal it from inside the trunk without removing the plastic part. squirt some RTV silicone around the hole.
