Is this useable?

I have an unopened PCX-004 oil filter which was purchased Oct., 2008. I noticed however that there is what looks like rust near the threads (see below). Can I use this filter or should I toss it out?

Clean it off before using it, toothbrush and WD-40. Dry it and use it.
