Default valves too tight?

I have a 10% leak on both intake and exhaust after a leak down test on cylinder one. I have a compression of 90 then it went down. I did a valve adjustment a few months before this happen, is it because the valves are too tight?

or do i need to do a rebuild, or replace the valves only.

I think this was in another thread but again: check your valve clearances at TDC compression stroke for that cylinder. no clearance = bad. once they are correct, do a leakdown test with the motor at TDC compression stroke (once again) for that cylinder. listen out the intake, exhaust, and oil cap/case breather to tell you what your problem is.
