If the engine has not warmed up completely, this is normal. VTEC-limiter prevents red-lining a cold engine.

Oil level is ok?
MAP sensor connector?
(search for MAP whack)
VTEV solenoid oil screen.
Any CEL(Check engine light)'s?

VTEC is driven off of oil pressure. So low oil pressure for any reason can cause this.

On the simple side, it could be low oil level.

On a slightly more difficult level, it could be a vtec solenoid.

The worst case scenario is that you could have a spun bearing.

Did you tamper with your TPS setting? Have honda put it back to original / correct setting - this may solve the 3000 rpm "stutter".

Thanks for the suggestions, the car hasn't been changed or modified in anyway and oil levels are good. I've been told the engine may just need a good run being a performance engine it may have just gummed up? I'll get the solinoid checked out as well thanks again.

I don't know about "gummed up." That's a way of saying "I don't know what is wrong."

How many miles are on the car?

Seeing that you have a MY2000, check to see if Technical Service Bulletin 04-073 has been performed. Look at the MAP Sensor and see if it has a tie wrap holding the connector in place. If not, go buy one, install it, and report back, please.

Map Sensor Whack, you can stop whacking it now
