what is the little thing that's on the top right hand bracket on the factory airbox on the inside of the intake bend? It's a small circular part with a square bottom and a harness of some sort plugged into it. Mine has a label that says "ACS", but it looks like a homemade label for some reason or another. I was just curious as to what it is and what would cause it to make a small "cshh....cshh" noise.
the noise is totally random and doesn't seem to affect anything, it's just annoying. No CEL's or anything.

How about a pic...even from your phone. Host it on Photobucket since you aren't a member. Kinda hard to be sure exactly what you are talking about.

But I think you may mean the air control solenoid for the bypass valve to the vaccum tank. It's part of the emmissions control.
