Well this is hard to say, it seems like if you was to downshift into 2nd at 59, and let out the clutch the speed drops a bit (due to engine braking). I don't know how much the speed drops but as soon as you hit the gas it rev's back up pretty fast. I still say downshift into 3rd cause usually a rule of thumb is if you don't have at least 10 miles in the gear your downshifting, don't downshift into that gear. As other have mention you might lose time downshifting into a 2nd and then shifting to 3rd gear.
