Did he actually blow the whistle? According to Redman during the game he did not... only that he ment to. I haven't followed up on what's being said today.
I'm also of a mind that this is something that won't be fixed. There's no way for the ref to tell the difference between a puck that is loose but out of his view, and a puck that is covered and out of his view. He has to blow the whistle for both or neither. Replay may be able to tell you that he was wrong to blow the whistle, but it would be wrong to reward a team that keeps trying to dislodge the puck after the whistle has blown.
Another exciting Caps/Pens game! Varlamov had another amazing performance, but it wasn't quite enough. Lost 3-2 in overtime.

Yes, he did blow the whistle. The replay on our local coverage made it appear that the puck was tapped in just as the whistle blew. Which means that the decision to blow the whistle happened some time before that.
