I firmly believe that EVERYONE should be retested every five years and after 70 it should be every three years.

While many of the older driver stand out as poor drivers quite a few of the younger driver are as bad if not worse.

She simply had to be taken off of the road.

Hopefully we will all reach that certain age where we will no longer be able to safely drive a car. Hopefully, when we reach that age we will still have enough mental capacity to recognize that we can no longer drive without posing a hazard to ourselves or others. Unfortunately, that is often not the case.
We went through this with my mother and father-in-law. It is never easy. Mom was like your mother. She refused to accept the obvious. Dad was not happy about it, but he understood and accepted it gracefully.

As to retesting, I don;t see why we don;t do it more often. The state can always charge a fee to cover the cost.

I have no problem with a physical test of some kind to get or keep a DL.
I'd like to see "old people booster chairs" in cars too. Being able to see over the steering wheel helps.

I wonder how much technology can help older drivers? They're basically handicapped. There is some great technology out there.
