They do a good job of going through the motions with all of the standard DoD practices check boxes filled in such as an ethics office and hotline.
The problem is that it is only going through the motions. Management, at least at my division, certainly wasn't singing the song. This type of behavior is almost impossible to prove which makes whistle blowing tough. Further without a documented violation of the law cheating on your internal ethics training isn't by itself illegal. So while it may walk like a duck and quack like a duck until you have crap on the sidewalk it isn't a duck.

Yeah, that situation really sucks. Unless you have worked for a big engineering firm, it's hard to realize that Dilbert is a documentary.

In my last position, I was told that I was going to be the Military Operations Manager (MOM). I had no budget, no staff, or direction. The very same day, I read the Dilbert comic strip and Dilbert was advised that he would be the manager. First they took away his computer, than they removed some furniture and finally they took his pencil. . .
