It's way too much. You could argue what the right amount is.. $100M, $250M, $500M before the average person is just mired in the bullshit that comes with winning, following along the lines of Dave's posts.
Here's two options...
Cap PB and Mega at $250M-- use any additional income on those lotteries to do something. I don't know what - hunger, poverty, something. That's a whole difference discussion with 1,9B possible answers, opinions and ways to do it.
Second option, cap each draw at $250M, but, draw a second set, third set, or the case of this week, eight sets of numbers, one set for each $250M or part of. Give 8 people a chance to win $250M, which is probably more than anyone would ever need to do whatever they wanted (other than buy a professional sports team!)

I want a house on a Caribbean island (or my own island!), the French Riviera, along the California Coast, on a lake in Wyoming, and then somewhere near family to stay/visit.
I want to travel the world and visit every country.
I want to have a Bentley Continental GT, a 911 Turbo, a Range Rover, Maybach and some classics to fill out my garage.
I want to hire of staff of good people down on their luck who can take care of my properties and give them and their families some opportunities afforded by money they might not otherwise have.
I want to setup an endowment at a college, some charities, etc...
I want to make sure my family is never in need, ever!
And likely never run out. At $1B+ Do you do the same things, just 10x over? Unfathomable to me.

My least favorite story is from the mid 90's. My Sister-in-Law was a Nurse Practioner at the Medical College of Virginia in Richmond. She was a a cardiac specialist that had a patient in his 80's that lived his life like a hermit and had distanced himself from family and friends. He drank a case of Budweiser a day. He won $8 Million in the lottery and it did not change a damn thing in his life. He did NOT even upgrade to Michelob.
On the other hand: On the show “How the Lottery Changed My Life” I ran across a guy from a small town in Kentucky that hurt his back, and could no longer work installing fiber optic lines. He could not afford the surgery to correct the problem. So his lady friend, took a job as a cocktail waitress to help out.
He wound up winning $98 million in a lottery. He was smart enough to know that living in his small town would never be the same so he did the following:
After he moved to Fort Lauderdale he bought several classic Rolls Royces. Then he realized that they need to be driven. So he started a limo company and hired three people as chauffuers to drive them. Mostly for weddings.
He then married his lady friend, against the advice of his friends. After all, she stood by him and took a job to try to earn enough money for the surgery that he needed to fix his back.
I have thought for years that when someone wins a lottery that I hope that it changes their life and that they do some good with the money to benefit others.

During my travels through the USA, I was always moved by the St. Jude's Children's Hospital. To me that seemed like the most special place anywhere, with nothing but good intentions. Not being American I don't know everything about that hospital, I could only go by the commercials that everyone sees on TV. I always came away feeling like that was the best charity on earth. I would certainly try to help them if my thoughts are correct.
