If I read you correctly you are confused as to what is going on here. You are not dealing with an every other car situation on these interstate backups. The reason the truckers block the right lane is to stop people from improving their position in that lane at the expense of people who have moved to the left lane because they have been told to. These situations occur because the highway construction people mis judge the amount of traffic and do not block the right lane off far enough thus people can disregard the merge left signs and gain a lot of position which they absolutely do not deserve.
When the sign says: "right lane ends 1/2 mile" people seem to merge to the left way before the right lane ends. The "proper" way to handle this situation in the NY area is to continue in BOTH lanes until the merge point (when the right lane ends) and then proceed in an every other car procedure.

There is not any instruction to move to the left lane before the merge point, but for some reason people out in the midwest have decided that they should move to the left lane way before the merge point.

I understand your point about the truckers blocking the right lane ... but why should they be doing this ?? If everyone just proceeds to the merge point in both lanes at the same time, and then merge together at the merge point, then no one has gained an unfair advantage and both lanes have been utilized to the merge point.

Why is everyone moving to the left so far before the merge point ??

I wouldn't want to drive into NYC this summer after spending two hours for 30 mile distance. Unbelievable. I am going to try to take train next time. I do have EZ Pass and it helps but not when you are in traffic moving 5-10 MPH. What is the reason for all this traffic?
