if you can see metal, its prob a repaint.

is it really dented, or just scratched?

I know the feeling, I got hit with a hubcap this past weekend going to the homecoming meet. At first sight it looked painful. Turns out there were a couple of small scratches and some pretty bad scuff marks, didn't take pictures. But i was able to clay the scuff marks, so you can't tell its there, as for the scratches, i've applied touch up paint, and will be wetsanding and compounding this weekend. wish i had step by step process with pictures, but didn't think of it at the time.
