Peel off what you can by hand, try a heat gun and some 3M adheasive remover.

yup- thats my first choice too...
hair dryer works for the heating also-

other choices would be goo gone, wd-40, etc.

I would just like to add that I recommend you wash the car before attempting to remove the bumper sticker. Any surface durt on the paint could get rubbed around during the removal process causing marring.
