Yeah, that's not something any amount of detailing is going to fix, I'm sorry.
What usually causes this is hitting something with the bumper. The paint isn't as flexible as the plastic it's on, so if the bumper deflects a whole lot, the paint will kind of crack like that.
I've heard that the cracking paint is a giveaway that the panel with the cracked paint has, at some point, been repainted. The guy who paints mine told me factory paint is more flexible than aftermarket paint, so if it's cracked, that paint is likely non original to the car. I don't have any hard evidence to support this though, just what my body guy says.
You're not alone. I've had the front bumper on mine repainted three times. The first two were from hitting cones at autocrosses. The last time was a tire carcass that got thrown up in front of me by another vehicle. I was "trapped" between two other cars, so no way to avoid it - I had to hit it.
I had him reinforce my bumper cover this last time. He used some sort of quick setting epoxy stuff, so next time me or one of my codrivers hits a multi-cone feature at speed, the bumper will remain firm, and not fold under like it's been doing. So far, it's working.
