Default problems with headlights after clearing diffusers

I cleared out my headlights about 6 months ago and along the top edge there is a foggy looking band about one inch thick. When I clean the outside of the headlight with window cleaner it goes away for about 20-30 seconds. I'm wondering if some condensation trapped inside of them. Is there anyway thing I can try to dry them out? I know the turning signals pull out, could you put those little packs of gelatin in there to dry it out?

weird that you can wipe it off... so its not on the inside if you can-

are your lights on when it happens?

it's their when the lights are on or off, it looks like a lot of scuff marks, but when you clean them you can't see the foggyness for like a little while, but then they fog up again, I will try and take some photos when it's not raining outside

Post the pic not sure what your talking about inside/outside?

If inside, I just put a blowdryer to mine for about 10-15mins untill it went away.
