I know you may think I am joking but I am not ...... cut an orange into quarters and rub that on the glass, the acid in the orange is good a breaking down deposits like that. Just make sure that you don't allow it to drip to the bottom of the window or on the interior. Afterwards wash the orange off the glass with hot soapy water.
BTW, I haven't tried it on sun block, but I've had good experience with Goo Gone removing all sorts of crap from all sorts of surfaces.

Use your favorite cleaner (I use Stoner's Invisible Glass). When the window is wet, use some 0000 steel wool. It's the finist they make. Don't press too hard, and make sure not to rub anything except glass. Then rub it off with newspaper or paper towel.
