Default Scratch Repair-How To?

Hey there again everyone, I was wondering, if im going to do any scratch repair whatsoever and the touch up paint I'am using has a base coat (actual color of the paint) and a top coat (clear coat) which do I layer to become level or slightly above the rest of the surrounding paint?? Im thinking I have these two options

Option 1
Layer base coat till its slightly above the surrounding paint
Wet sand and buff
apply top coat aka clear coat and wait till dry
wet sand and buff

Option 2
1 layer of basecoat and wait till dry
Layer top coat aka clear coat till level or slightly above surrounding scratch
wet sand and buff

From past experience the only touch up paints I have used are the single applicator type in which there is no clear coat involved. Meaning that you would apply and layer the touch up paint until the scratch is filled in till it is slightly above the surrounding paint. Once dry you wetsand and buff etc. Thanks for any help.

I haven't tried this, but my friend is gonna buy me some berlina touch up paint, and let me have at his spare front bumper to test out my skills at rock chip repair for my business. I planned on doing option 2 when going about this. As soon as I get around to actually doing it, I'll report back
