Default Pealed lacquer patch

What's the best way to cover up or fix a bit of lacquer that's come off?
My car has done 13k and the lacquer is coming off the front bumper. Honda need to sort it out!!!

Lacquer base paint is not used on cars much any more. You are refering to the clear coat that, like the base coat, is urethane paint. If your clear coat is flaking away from the base coat, the only real option is to sand it down to the base coat and repaint. If you just roughed it up and recleared it, the old layer would just continue to peal and take the new paint with it.
