Sealant Removal
Are you actually trying to "remove" it or just take the light housing apart. To remove it, you would use a razor blade to get the bulk of it off and then use a solvent to clean the rest of it off.
If you are trying open it up to clear the amber things out, you need to bake the unit in the oven. You don't remove the sealant.

Sorry for not being clearer. The car is going in for a total repaint. I already have the headlight and taillight assembly apart. I am going to paint the black plastic part in the headlight silver to match the car and will be installing clear diffusers. I figured while I was at it I would do the same to the taillights. I would like to remove the black sealant from the taillights and assemble it with a clear silicone.

I see. Try the first method I posted about. Dry silicone should peel off plastic, but sometimes can be stubborn. I can't say exactly what kind of solvent you can use to get the residue off. Just be careful it won't dissolve the plastic of the headlight housing. Don't use any acetone, xylene or toluene base chemicals. Since silicone uses acetic acid (vinegar) as a manufacturing agent, try it on a part that isn't the lens to make sure it's safe.
