What do you guys do after rain?
I detailed my car with Meguire Gold class wash, then DACP, then Klasse SG and AIO then Poorboy's Canuaba wax.....
Then 3 days after.... it rained.... and the car was dirty.... so I went over the car with Poorboy's QD+, canuaba based quick detailer... but the swirl mark is back and looks dull.....

The sealant is not going to wash off when it rains if it has cured properly.
It sounds like the swirl marks are too deep and you might need a little polish. They should not come back with the paint being sealed and waxed.
To answer your question. I usually QD with Poorboys spray and wipe or Poorboys' spray and gloss depending on what it looks like.

after rain, the first step is inspection-
if you can see any grime on the car at all, rewash.
if you are sure that there is no grime, and just rain streaks you can qd.
when in doubt, rewash.
your swirls are likely a result of some grime on the car.
a glaze will prob fill what you have and then you can rewax it-
on a white car if the swirls are not bad you might just wash and wax until the swirls bother you... then its time for a glaze or swirl removal.
