COs and Moderators are the same except we choose Moderators, communities choose COs. There is no user #1 for technical reasons. Site Moderators are Moderators at large; they have moderator privileges in all forums whereas Moderators and COs only have moderation privileges in the forums they moderate. Admins have access to all site features, settings and privileges.
