Why can I create "personal folders" yet can't seem to utilize them???

Why can I create "personal folders" yet can't seem to utilize them???
The answer is probably nothing more than that I'm ignorant
... But in the event I'm not, I would think Personal Folders to be a means of filing away PMs from folks and/or events... Yet, although I have successfully created many folders, I can see no means/way by which to file PMs over to same. What gives???
