It basically reduces the amount the toe changes during rear suspension movement. (I think that the '04 cars have reduced the rear toe curve.) I've always found that the rear end wiggles with uneven bumps and suspected that excessive toe-in from high speed sweepers compressing the suspension causes the rear to step out before its time (i.e. not power oversteer).
The rear is more stable over bumps. It feels like there is a lot more rear end grip, since it is a lot harder to force power-oversteer. That might be the placebo effect though. I'll find out about the braking and high speed sweepers w/ R-compounds after the Watkin's Glen HPDE though
