hmmm I think the new plan is now Guelph or Kitchener. Any opinions on the 2?

Elmira is a nice option if driving into Arthur daily. Hwy 7 going from Kitchener to Guelph has lots of traffic during the commute hours.

We have lived in both cities and I prefer Guelph. It's a University town, so there's always something going on and tends to get 'refreshed' every few years.

The downtown is lively with lots of good restaurants, bars, shops etc.

Downtown Kitchener is pretty seedy, unfortunately.
