I had a similar problem about 6 months ago. Called Time Warner about the problem. They came and I vaguely recalled my wife told me that they rewired the input connection to my house. Problem fixed, so I didn't bother to find out exactly what they did (could be reconnect my input to a different sub-net to balance the load.) No problem since.
May be too many of your neighbors signed up with the recent promotion. You should call TW to complain anyway to prevent future reoccurence.
