I believe it's actually supposed to be a cupholder, although the insert part has been in the cupboard since I bought the car!

Mine is 'insert-less' and is used as a toll-bridge / car-park change holder and has "anti-slip" stuff in the base to prevent rattling. Also useful for mints and chewing gum
