Broken Pump
The Air Pump.
It draws fresh air from the engine air intake (the large hose half way along), and pumps it into the exhaust, it mixes the fresh air with the exhaust gases and speeds up the activation of the Cat. Its operation is based on engine coolent temp, eg needs to have cooled by at least 20degc from last use. The air flow is controled with a valve, which is closed after the pump ceases to operate, which is when coolant reaches around 70 degc.

Exhaust gas dilution
'Frigging' the emissions tests for a manufacturer!
Cats are not effective until re-heated.
Another reason they say get in a cold car and just drive - not so good for engine, but good for emissions (heats cat faster).
Jam some cold air in with the emissions, dilute the NOX
