If that's the case I would make a small hole in that rubber cap, refit it and take it from there. Otherwise I would be reluctant to leave that rubber cap off altogether.
All air has moisture in it, when you cool the air (cold surface like the glass) the water condenses. You have 2 choices; dry the air and seal the system (like your double glazing) up or let it equibrilate (plenty of ventilation). Once the moisture gets into the headlight unit it is it's own micro climate so you need to dry it out, otherwise everytime it gets cold you will get condensation.
I tried drying my headlamp out, then re sealing it to no avail. Removed the rubber seal over a year ago, my car is not garaged and its used every day and the condensation has never came back and I've had no problems at all
i think some of the lights have poor seals - hence the ricks advice. the extra moisture will leak in from wet weather, washing etc.
mine does it and i just left the rubber seal slightly off on one side and it seems to solve it but it's not a daily driver these days so only gets wet when i wash it...

So it appears that leaving the rubber cap off altogether shouldn't have any adverse effects.... - I think i'll do that.
A single steamed up headlamp is SO 'king annoying!!!!!

I need to do mine too. My headlights are steamed up pretty badly. Never fully read the destructions on how to do it.
