Coming out of the post office, the nose of my S2000 was being reversed into by the rear end of some crappy Fiat . I banged on the window, told the old woman to let her guide-dog do the driving and would she kindly please stop pushing my car into the middle of the road because I can quite happily manage it myself. My front end was buried deep into the plastic bumper of her Fiat. When I separated the two, the Fiats bumper fell off, in pieces. The S2000 was completely unmarked. Good job too - she then admitted that she'd no insurance. This did not go down too well with me, nor with the off-duty copper I'd been in the post office with. I left them discussing her comment, whilst I drove off very impressed with the S2's front end strength.

A similar thing happened to me a few years ago, a chap reversed out of his drive into the side of my car (not my s2k) completely bending the side. I phoned the police who caught him, found out later he was paralytic 4 times over limit, due to this his insurance was void. I tried to sue but was told it would cost me more than I would get back.
These people need more than a sin bin.
Rearly pleased no damage was on your car.

I'd contact the Police to report it officially to make sure its pursued. The off duty Policeman may have let it go for some reason.
As the driver demonstrated by backing into your car, she's not fit to be in control of a car. The bumper fell off after a gently nudge, so the car is probably not roadworthy / never had an MOT etc.
Even if she doesn't have a license, to have points put on, get her known to the authorities regarding this incident and if she doesn't change her ways she'll be on her way to more points and a ban.
This may sound OTT and harsh but if she smashes into your car and she's uninsured it could cost you
