i used to be in the military police over in germany, and we often got speeding tickets sent to us to see whether it was BFG (british forces germany) registered, if it was not we would send it back and they would do nowt
however i do know that if you were hammering it big time they will contact uk police but you will have to have been doing some

if they decide to issue a ticket it will eventually find its way to you, if you ignore it not much happens but next time you enter through passport controll into Germany you will be asked to pay it or turn around, happened to me in Holland they escorted me to a cash machine inside the airport.

We went recently from amsterdam to berlin, then frankfurt and then nurburgring. Everyone was getting worried about cameras but i think you just need to take it steady through restricted zones and temporary speed limits. Out of 6 cars no one got any tickets as far as i'm aware and the only encounter we had was a police car that pulled into the services and said they had a call regarding some cars that were undertaking and speeding through the restricted zones... not us officer! She was ok although took everyones passports and home addresses etc and kept us there a while..! The day after we managed 184mph on a nice stretch of autobahn..
