No. Unenforceable over here. There is a proposal to make points/fines enforceable on an EU wide basis but it isn't law yet.
This is true, but it will only be until 2010 when the Europe wide enforceable license thing comes in.

I've been flashed in France a couple of times but nothing came of it.

The cut off period is USUALLY around 3 months, so wait, if you get nothing through, they've likely forgotten about it.

Even if they do something, it's only in exceptional circumstances that the DVLA take notice and even then, you're only likely to get a fine.

Some have been unlucky and occaisionally they will make an example out of someone, but it is only occaisionally.

thats due to JHQ relocating to bruggen, shame as jhq was a nice camp

there is still a contingent of british forces at jhq i believe,

over all a stunning area (some nice straight roads thinking i need to go down memory lane with the turbo )

No!

They have an album of my photos in various cars over the years that I have been travelling in Germany, Benelux,Austria etc etc.
It is also a myth that they will check your passport at the border and levy any fines. There are NO borders witin the Schengen states of the EU.
HOWEVER, if they stop you you will be in deep SH*T. The fine is doubled unless you have a permanent address in the relevant country.........(again from experience )
