Interesting comments
As I said at the beginning I was thinking more of a skid plate fixed under the front using the bolts that are already there with the number plate mounting fixed to that.
This would protect the underside and n/plate from a lot of knocks.
Plate could be curved to match the curve of the front with rubber on back to sit against the car.
Simple drawing...
it wouldn't be long before it was snapped on a speed bump / kerb though

Another way to look at this is making a pan to fit under the front which only raises two bracket bits. Then one of the halfords carbon-lookalike number plate surrounds could be mounted to the brackets.
I think a pan under the front with adjustable brackets would work.
Number plate in that position would make a good radiator stone deflector too
